The Colonel was in charge of the AKIRA project until the government oficials took over. He disobeyed and still went after Tetsuo, with a huge army that was destroyed. He was almost killed by the mutated Tetsuo until Kiyoko put him in a tunnel where the explosion wouldn't go.
