The one instance of law-and-order on Roanapur, Chief Watsup runs the police department on the island. Although he regularly accepts bribes from the various crime lords to 'look the other way' - especially Balalaika and the Lagoon Company – Watsup doesn't like to see any violence on his watch... especially if it interferes with his putting practice (Watsup is an avid golfer).
