Mayuri Kurotsuchi is a Shinigami. He is captain of the 12th division of the Gotei 13 and 2nd president of the Shinigami Research Institute (the first president was Kisuke Urahara). Mayuri is by far one of the more eccentric, disturbed characters in Bleach with his strange head gear, accessories, skeletal synthetic skin (part of his headgear, though it looks like face paint) and even zanpakutou (which resembles a trident with an infant's face on it).
As the 2nd president of the Shinigami Research Institute, Mayuri has experimented on countless people including his own men, thousands of quincy, and himself. An obvious modification Mayuri has made to himself is his detaching of his ears to place a Manriki-like weapon in their place. In battle, Mayuri uses his Zanpakutou "Ashisogi Jizo" which has poisoning abilities capable of paralysis.
The 2nd release stage of his Zanpakutou (Bankai) is Golden Ashisoji Jizo which looks like a large Caterpillar with the head of a infant. The ability of the Bankai is to spout a lethal gas that is deadly to anyone who breathes it in.

Mayuri is cool. He is married to Nemu he only treats her that way because he made her out of his gigai and gikon technology so she is not a real person she is a living gigai.

This man personifies every kink I've ever had. Really. Blue hair, yellow eyes, body modification, mad science, powerplay...wow.
His Japanese voice is awesome...his English one is horrid. I don't see why people get so bothered by his treatment of Nemu--she's technically more of a thing, not a person. She is his metaphorical daughter, not his actual one--like a scientific brainchild.
