Touta Matsuda is a cop with the NPA (Japanese version of the FBI) who gets pulled into the Kira investigation. While he's something of a bumbler, and sometimes seems a ditz, he's incredibly dedicated and loyal!
He tries his best to help L, sometimes getting himself into trouble along the way. He's also a huge fan of Misa's, and for a while poses as her manager, a situation which once again leads him into trouble.
When the head of the NPA is kidnapped by Mello's people, he gives his own name as the person who's been serving as the second L, proof of his loyalty.
It's also quite clear that he has developed an attraction to Sayu Yagami as she's developed into a woman.

Holy Crap...Matsuda will long live...he shot the guy who killed L...and technically killed Mello and Matt...and ALMOST killed Near (If it weren't for Matsuda...) After Light died...Mello, Matt and L came back and helped throw Light to hell XD GO MATSUDA!!!!

Poor Matsu, he's like a kicked puppy; unappreciated and adorable.I kept a Matsuda Snub-o-Meter for fun. They dissed him about 50 times. I'm not sure exactly, because in episode 19 it got hard to keep track of them all. They offer him the chance to honorably walk away several times and he stays regardless, he risks his life several times, and they STILL treat him like crap. Excluding all of the weird faces Light makes, Matsuda is the only source of humor in Death Note.
I don't see why hardly anyone pays attention to him. He's adorable as [censored].

I saw the last episode, and Matsuda shot Light FIVE times! (Yeah, I counted) It was awesome! I hate Light, I see him as a crazy person. I laughed when he shot Kira, too, it was the funniest thing I ever saw!
