Hisoka, Tsuzuki's partner, is a youth with a bad past. His childhood was spent in a cellar, hence his depression in the series. Hisoka and Tsuzuki care much for each other and doesn't take their partnership/friendship for granted. Entering the Ministry of Hades with his wits, he didn't expect to be partnered up with the sugar toothed Tsuzuki.
Hisoka may be younger than Tsuzuki but he is the wiser on of the two when it comes to things outside of the ministry. Hisoka has a uncanny resemblance to Hijiri Manasei, the high-schooler with the cursed eye. Also Hisoka becomes flooded with a person's emotions when he touches or is touched by them. This is why Hisoka felt strange (upset and frightened) when Tsuzuki was angry and placed his hands on Hisoka's shoulders to shake him.

For his height, since Tsuzuki is 5'11 and the top of Hisoka's head is to Tsuzuki's chin, I would make an estimated guess that he is 5'6 or something close

They never really mentioned what happened between Hisoka and Muraki... oh there are these two hokkaido girls in the manga- who scare hisoka- who love to try to dress them up! in the manga they show what he would look like in this dress it is so funny!!!!!!

I love Hisoka. He's awesome. By the way none of the characters are gay (except for Muraki). They just SEEM gay. That's how it got the nickname "the seemingly gay show".
