hi i am trying to remember this anime series title, it was like in maybe 2000-2004 (?), is was like an anime that was set in japan, oh and this guy (who looks like a girl with a long pony-tail) had or has a small pet hand sized pig.The authorities wore these kimono or whatever that was white and light blue color. Also one of the characters has a little brother and the oldest brother would be overprotective of his little brother if he went out of town and would run after him to look for him.

sounds to me like Peacemaker Kurogane. it was made in 03-04 and has a number of characters that wear white and light blue outfits.
