Last I checked, this anime was available on DVD at Anime Nation and Amazon, and on VHS at Amazon.
It was the 18th Shinshinkai All-Japan Open at Tokyo's Buddahkhan Stadium. It was a tournament open to all fighters, although it was mainly to showcase fighters from the Shinshinkai Organization. Suddenly, out of nowhere, a young fighter shows up at the tournament. This fighter - a white belt - then proceeds to send other fighters to the hospital.
This scene opens possibly one of the finest, funniest - and certainly one of the most misunderstood - fighting animes that Japan has to offer.
