Based around Mamoru Oshii's Kerberos saga, Jin-Roh takes place post-WWII during the 1950's (in an alternate universe where Germany defeats Japan instead of America) and focuses on Kazuki Fuse, who is an elite member of the Kerberos Panzer Cops, a Japanese anti-terrorist unit in charge of keeping the peace.

While tracking down a terrorist sect nicknamed the "Little Red Riding Hoods," Fuze experiences a conflict in conscience after a female terrorist suicide bombs herself. He meets a woman who turns out to be the sister of the deceased. Still haunted by the image of the suicide bomber, he begins an ill-fated relationship with the young woman.
