Last I checked, this character's cosplay outfit was available at Milanoo.
Kyoya Hibari could be the strongest student in Namimori High, and he is head of The Disciplinary Committee, at his school. Hibari Respects his school and expects everyone else to respect it too. He isn't much of a person to talk really... or to make friends. He carries a little bird named Hibird around with him pretty much everywhere he goes.
Kyoya's personality is cool, calm, and collected. He really doesn't like anyone who gets in his way, and if they do get in his way he will bite them to death... as he puts it.
