Moe only appears on episode twenty. Over ten years before the series, Keitaro meet her. He promised he'd fix her legs (which she couldn't move). He also promised that he would marry her. However, as an adult, he forgot his promise.
It turns out that only Keitaro and Mutsumi can hear Moe's voice. After Haruka read multiple entries in Grandma Hina's dairy, the girls assumed that Moe was mistaking Keitaro for his great grand father, Keiske. Soon, the girl's fixed Moe's legs, hoping Keitaro would quit acting so weird, however, it only made him worse.
In the end, Naru was able to hear Moe's voice just before she quit working. The last thing she said was "Keitaro, maybe next time.", along with a kiss on the cheek.

Keitaro kept his promise and fixed her legs. Maybe she can be repaired in an OVA if another OVA gets made.
