Sanbi, one of the nine demon animal creatures, is the three tailed turtle demon. It is NOT sealed inside anyone or anything so it is unable to fully use its ability. It is also pretty stupid because of this.
After Sasori dies and Tobi joins the Akatsuki, he gets teamed up with Deidara. Together (kind of) they go and kill Sanbi! Either Sanbi's REALLY stupid and weak, or Tobi and Deidara are SUPER strong! (I'd go with both.)

it was actualley deidara that got sanbi tobi was dragged under and deidara sent a fish afetr sanbi and tobi freaked out which made my morning and then tobi fell asleep on sanbi and deidara blew tobi up THAT MOTHER F*CKER!!!

Well actually, it states in the manga that Tobi "knocked" it out with a jutsu and Deidara dragged it to the Akatsuki hideout with his gigantic clay birds.
