Last I checked, this anime was available on DVD at Anime Nation and Amazon.

This anime is set in Chinatown, where an enigmatic figure known only as "Count D" runs an equally mysterious pet shop. People who come in are often scarred or hurt in some way, and D is more than happy to help. The owners are often happy with their exotic pets, but there's a catch: The customer must adhere to three rules. The stories are (usually) about people who break them, and the consequences.

Count D, the main character, is both young and femme. He often flirts with a detective named Leon, who investigates the pet shop, for he knows that these random and horrific deaths are all because of this one pet shop.

It's slightly shounen-ai.
