Charizard/Lizardon is a Fire/Flying Pokemon. When Satoshi first caught a Charmander (Charizard's basic form). It obeyed him. But when it evolved into Charmeleon, it stopped obeying. When it reached it's Charizard form, it still didn't obey Satoshi until the Orange Islands.
In general, Charizard are powerful creatures, but won't obey weak trainers like Satoshi. It learns Flamethrower at level 46, and Fire spin at level 56. If you want to teach it Fire Blast, you will have to give it a TM.
