Steven only shows up once in the anime, but in the games (Ruby and Sapphire) he's the Pokemon Champion of the Elite Four, except in Emerald his spot is taken by Wallace. You face Steven in Meteor Falls after defeating Wallace.
Steven is the son of Mr. Stone in both the show and the games.
