Pumpkin Scissors takes place in an alternate world where war raged between two factions known as the Royal Empire and the Republic of Frost. A ceasefire is currently placed between the two opposing forces. Three years have passed with the ceasefire still in place, however the Royal Empire is plagued poverty, starvation and pestilence. Even worse is the fact that many soldiers have gone rogue.

This is where the "Imperial Army State Section III" or "Pumpkin Scissors" comes in. Created by 2nd Lieutenant Alice L. Malvin, the Pumpkin Scissors aid war relief by facing the corruption of those who abuse their power and ultimately restore order to the chaos of the Royal Empire.
