Francisco is a very sneaky and sly character, he also cares for Juliet, and is also a childhood friend of Juliet's fencing teacher, Curio.
Francisco is the more intellectual one of he and Curio, who he usually teases for being to reserved. Unlike Curio, Francisco is a total ladies man.
He believes that Juliet is being protected by Neo Verona and that is the reason she hasn't been found by Lord Montague.
Francisco is an expert at archery so usually he is found fighting with a bow and arrow.

I was watching this anime with a big group of people, and when this guy showed up, someone yelled, "It's TOMAKI!" It was hilarious.
