Neo-Queen Serenity is the final form of Serena in the anime, after Eternal Sailor Moon. She is 1,316 years old in the 30th century. She married Darien and they are the King and Queen of Crystal Tokyo.
Neo-Queen Serenity also has one daughter named Chibi-usa (or Rini in the English dub). Neo-Queen Serenity is arguably the strongest being in the Universe.

It is possible that when usagi is 14 she is 4'11 , becuase in that form she is 1302 years older that means that she will stop growing at the height of 5'6

It's not unusual for come to shoot up a few extra inches while they're 18. Remember, women stop growing at 21 while for men it is 18. I speak this from experience.;p

Actually in Japan and asia they add 1 year on their age. Because as soon as you're born you are 1, then on your birthday you're 2. So Serena was actually(u.s. age) 13 at the time of Sailor Moon and 15 at the end of Sailor Stars. :) But still 18 cm... oh well :)

Some girls definitely stop growing in height around 18 so Serena probably stopped growing taller at about 18.I guess it's possible for a few girls to shoot up from 4"11 at 14 to 5"6 at 18~20.
