Character Description: Emperor Fred
It's strange that Fred, who can't seem to talk at all, is on the Imperial Throne, but that's monarchy for you. At least he has help. First, there's his daughter Vi, who keeps the palace running with her whims, and then there's the Pizza Cats, who usually have to stop the Big Cheese before he takes advantage of the Emperor.
