Topaz is not only a member of the government, she is also an agent. She works together with Rouge and other government agents in an attempt to help stop Dr. Eggman.
It is also said that Rouge and Topaz seem to have a friendship. Topaz did not know that her bat friend wanted the Chaos Emeralds until she realized Rouge wanted to get them in order to return home!
