Speed Grapher takes place ten years after the Bubble War. The gap between the poor and the wealthy becomes more prominent, and Japan is no exception. The rich seek to satisfy their own desires and pleasures, and Tokyo devolves into a city of hedonism.

The story revolves around war photographer Saiga Tatsumi who now works for Hibara Ginza in the capitalist state of Tokyo. His latest job involves infiltrating a secret club called the Roppongi in the Red Light district in order to gather more information about it. However, Saiga is caught in the middle of his mission and meets a girl named Kagura during a ritual.

After making contact with her, Saiga awakwens with the power to make any object he photographs explode. Even worse, the Roppongi becomes much more of a threat than even Saiga realized. Can Saiga solve the mystery of the Roppongi Club and the connection with Kagura?
