Eliza Masters is Ken's wife. She is not a fighter but she is usually in Ken's endings and backgrounds in the Street Fighter videogame series. She even has a cameo in Ken's Pocket Fighter ending.

This movie is no different. She, like many other familiar characters, has a bit part, and she doesn't say much. To any fan of Street Fighter, having her there is good enough.
