Senoh is a scientist that worked for Shadowloo. He seemed to be Bison's right hand man. He created the Monitor Cyborgs to watch Street Fighters in battle, to see if they were strong enough to be a brainwashed slave to Shadowloo.

Aside from the movie, Senoh's only other Street Fighter appearance is in Street Fighter Alpha 2 in M. Bison's ending.
