Last I checked, this anime was available on DVD at Anime Nation and Amazon.
This series, which takes place after the events of the third Tenchi Muyo! OVA, follows the adventures of Tenchi's friend, Seina Yamada, as he wanders thru the cosmos with two beautiful women fighting for his affection. Sound familiar?
The regular cast of the Tenchi Muyo! OVA does appear, but later in the series.
