Juli Mizrahi, the ex-wife of Joachim Mizrahi, founder of U-TEC, is the head of S.O.C.E., and the co-creator, along with her ex-husband, of MOMO, who was modeled after their late daughter Sakura Mizrahi.

Working along side the Galactic Federation, she is working to keep U-TIC from obtaining MOMO, mostly because within the little Realian's data bank is the Y-Data, which may supply the location of the original Zohar – and possibly the source of U-DO, which caused the Miltain Conflict years before.
