http://www.mangahelpers.com
It operates as a forum - so you need to register (it's free and you don't get annoying spam - so keep your pants on); but they have a wide range of mangas; and incredibly accurate translators for the more recent chapters of popular manga x3 So it's totally worth registering.
That's where I get all my One Piece manga from.

I have actually found that http://www.mangafox.com/ is one of the best places to find any manga you're looking for. They have new and old, rare and popular, etc. Their list is amazing and its updated fairly often.

Re: Which is the best Manga site?
I usually go to onemanga. And as for permission, I do believe they get permission before posting the pages online. I've read the updates for a few of the mangas on there, and if they're not up to date, it usually means they haven't gotten permission to post them yet. Of course, they don't deal with the american companies, they get the original Japanese pages and have parties that translate them.
Please, I am but a smol potate.
