At Shibusen, founded by Shinigami-sama, there are 2 types of people. The first time are people who can turn into weapons. They are called Weapons. The other set of people are called Meisters. You dont have to be a student if you dont want to. You can be a teacher too. and the same thing applies for teachers, nurses, librians, ect., one meister, one weapon. No teacher/student weapon meister combos
You can also choose to be a witch.

You can choose to have 2 weapons like Death the Kid with Liz and Patty, but they have to be the same type of weapon. Liz and Patty are both pistols that Kid uses at the same time. or Killik and Pot of Fire and Pot of Thunder...the same type of weapon, but different elements
