Anna is the best character in that anime. Why would it matter if she "mistreats" Manta, when no one cares about the little midget in the first place? ^_^

In fact everybody cares for Morty.. Anna just has a personality problem of showing feelings (does anybody know a good phsyciatrist?

It's not like Anna is picking on him to the extreme. She's actually picking on him more like how a sister picks on her little brother. That's how I see it.
