I usually go to http://www.animea.net/ for episodes. And http://www.anime-eden.com/ for musics and manga. They all have free downloads.
But there are also other websites for anime like this:
http://www.say-anime.com/
http://www.animeportugal.net/
http://beam.to/animepocket/
http://chosenanime.net/news.php
http://www.tokyotosho.com/?cat=3
http://www.crunchyroll.com/anime?pg=60
http://www.anime-entropy.net/
http://downloads.animebw.com/

I hope that information was useful for you.

Are thre any streaming video sites with anime? I'm not allowed to download anything, and I seldom have money, so I can't buy anime DVD's off the internet of download torrents.

Baka-updates.com is updated dayly with new episodes and has lists of lots ans lots of sub-groups.
Boxtorrents.com also has lots of anime and manga. Lolipower.org too. Animesuki.com gives you unlicensed anime too, for those who wants to be a bit more legal.
Tracker.anirena.com has more than 6000 torrents with anime too. Torrentz.com also has lots of anime.

Myanimelist.net is a great site with info on all animes and mangas. If you want anime soundtracks you should go to gendou.com, wallpapers at animewallpapers.com, and lyrics at animelyrics.com.
