The show never said that girls couldn't go SS, but if you noticed they don't really aren't determined to be one. Pan is concentrated on her family and "Bra", they really should change that, isn't interested in it at all.

I agree, they never got to that level of power. In the story I'm making however, a lot of the girls will reach at least SS2. As for there hair... It would probaly look like a girl that gets static hair, only gold.

Toriyama stated in an interview that female saiyans lack the ability to go SSJ. As for why he made it like this I have no idea. The idea of a female SSJ is rather cool though.

It's not important. The fact of the matter is that Toriyama never created any female Saiyans. (Pan doesn't exist because GT is non-canon garbage)

Actually, my friend made up a funny theory. Now, don't disagree, this is a joke:

pan should haved but was like 70 in the last episode of DBGT, and they never said if she did or not.
