Can't believe I didn't post this before:
Japanese Penpals
I have it set to find girls who like anime, but you can reset the options at the top. All you need is an email and password to sign up, and you can also post your own ad to find friends. Most of the people there speak some amount of English, so it's great for people learning Japanese on any level.
And it's ridiculously fun.
