Alright, they never really say that Piccolo is genderless (at least not to my knowledge). He is however Asexual, all his people are. So therefore his gender wouldn't matter at all cause he has no sexuality. He reproduces with himself. So it could be that he is "male" but it doesn't matter all that much since he can't use it other for his physical looks.
