I say both.
Gaara is super strong and seems like he's indestructable. Haku is very strong too (doesn't act like he's afraid) and cuuuuuute! ^-^
Too bad his soul is separated from his body.

Haku wouldnt stand a chance against Gaara. If he could get past the sand (which is doubtful) he isnt strong enough to get past the sand armor and would get his ass kicked by either Desert Funeral or Shukaku

Hmm, Gaara is probably stronger than Haku, but I like Haku better because he's nicer. Gaara is not exactly my favorite character for a number of reasons so . . . yeah. Haku's a better person in my opinion.

True!! Well I think Gaara is the better Ninja because he is stronger then Haku and I don't think Haku's jutsu would have much effect on Gaara however fast they might be!
