I'd say that Cell was the strongest villian ever for two reasons, Super 17 died quick, and Cell almost won the Cell games, but he got full of himself and got his butt kicked by Super Saiyan Rage Gohan. I always live by the saying that "Overconfidence is mortals cheifest enemy." Cell was Mortal, and overconfident. Thats why he lost.

Well Super 17 was cool because if he wasn't in GT he would have been the strongest.

The Freeza one WAS the longest. Here's an article from Shonen Jump:

yeah Freza saga was the longest, but i liked the Buu saga the best

Garlic saga was really boring. My opinion they should have skipped to the android saga after the frieza saga

The android sega was awsome. Yes, I agree, Garlic Jr. was quite boring.
