At least something. Still, as a mod you have to know when to hold youself back and when to shut up. Even if you don't like someone you have to treat everyone equally and insulting someone is the worst you can do as a mod and that makes you not suitable for such a position. Saying your opinion may be your right but it is not always the best, espacially for a mod (which means, as a mod you have restricted rights to say your opinion since you have to be an example to the users). Keep that in mind.

You mostly rewrited the reasons throughout the application, but you still have my vote. You have enough reasons to become mod and youd seem like you would be good at it.

Since you edited you're new application i would have to say you're old one quite frankly, was way better. The only part I saw worthy of my time was the bottom half. My vote is still no.

Well i really don't think the webmaster cares about how you're in the chat room and how that you can prevent smiley armys.. I find it somewhat irrelevant. The bottom half was good you grabbed my attention there. Also have a catchy first sentence and suporrt reasons of you're reasons know what im sayin?
Also state out, that if you were to become a mod how would you stand out from the rest? Make the webmaster proud to make you a mod. The only really competition you have is Slash. Good luck becomin a mod!

Naruto, dude, bigger is not always better. Your old application lacked depth, I know, but...
I agree with Xanthus. The bottom part is good - the top is crap, frankly. Even moderators seem to spam a lot in chat. How the hell can a user be off topic if there is no topic?
Oh, and smiley armies are an effective way of battling smiley armies.

Maybe some rules should be set for the chatroom? Since the smiley armies cause severe lag for everyone.
