Mihoshi might not be the brightest star in the galaxy, but she is NOT dumb... clueless, immature, clumsy and lazy yes... but NOT dumb.

Mihoshi actually had a pre-series reputation as a good cop, but her work record had been slipping recently. She's sentitve about it too -- when Kagato mentioned it, she empited her gun into his chest....
I think Mihoshi is more absent-minded than stupid. Add in her pehnomenal luck and her knack for getting places she isn't suppoed to be -- even by accident -- and you have a girl on whose bad side you don't want to be.
