Koga because he can control wolves and has cyclone clash . kurama has rose whip thorn which koga is strong enough to grab.

I've seen the way Koga fights and it's impressive.His cyclone clash would burst right threw kurama.Even Kurama's yoko's can't match that.

Listen I know what kurama is capable of but koga's cyclone clash would crush right through kurama's demon form.
