um, i'm pretty sure naruto came out WAY b4 cowboy bebop did in JAPAN(!), in America Cowboy bebop came out 1st & then Naruto appeared

Spike and Neji just happened to use the same martial arts moves in those scenes. I doubt it's more extensive than that.

Just because they look the same doesn't mean that they're copying each other intentionally. So the angles and moves are identical. No offense, but that doesn't really mean anything.
Spike uses martial arts in the way of Bruce Lee, which is his model of fighting style. And Neji does it because shinobis have to learn physical fighting abilities in different forms, and not just use charaka techniques.

I don't see how Naruto and Cowboy Beebop are related too each other. Mainly since it's been awhile since i've watched the second one and i'm busy watching the first. how in the world neji and spike's fighting style are similar is beyond me but... when the two truly came out is anyone's guess
