Zatch is male. I watched the show many times and Zatch is always refered as a "he".

Also, have you read the manga lately? It was revealed that his cape is to protrect him from Clear Note's "annihilation spells".

I know that Zatch is a MALE but why does he talk like jimmy neutron? Oh so it is a cape the first time I watched Zatch Bell i thought that Zatch wares a big shirt.

Zatch talks like Jimmy Neutron because his voice actor is Jimmy's voice actor.
