why? good question, they probably just wanted to do this because
1. Kids under 13 cant post, BUT LOVE ANIME!

can you guys read? read the first post again.
anyway, you dont have to be registered to post because the admin hasn't made that a requirment (obviously)
Having it so that u have to be registered to post would cause more problems for the ones who can't log in and stuff, they would probably be emailing the admin for aid, because they wouldn't be able to post their problems. annoying
Also it would encourage more people to register the site...
at the end of the day...the admin probly hasn't considered this at all...or he sees more advantages to having it the way it is. i see more advantages this way too...
