That would be his adopted sister, Elle Ragu.

:D

Is there any particular reason why they're adopted?

From what I understand about the story, Gau was fighting a gurilla war against bandits that had killed his parents. He had noticed Elle, who was only 14 at the time, but was impressed by her strengh. He thought that he might try to learn from her (and maybe rob her of her purse). But Elle had noticed Gau's own personal strengh and thought it would be an interesting experiment if she could raise him as a brother, mostly to see how he would turn out.

That sounds so funny 'raise him as a brother'. I never knew such a thing actually existed!
So how old was Gau?

I might have gotten the ages wrong, but when the anime started, Elle was 17 and Gau was 14. That might clear up the age problem.

Also to note, when a Kuruda achieves the rank of Sevalle, he (or she) is given a fighting name. Elle's name, since she is a Sevalle by now, is "Shadow Skill," after the fighting discipline she uses. Gau, although he has yet to achieve Sevalle status, will gain the name, "Black Howling."

So why is the anime named after the girl when both siblings seem important?

I don't think the anime's named after Elle, but the discipline.

From what I've heard, the "Shadow Skill" fighting discipline was created by female slaves. Because their hands were often in chains, they had developed a skill that didn't rely on strengh or power but legwork and speed, thus creating the deadliest in fighting disciplines.

Gau is trying to learn the "Shadow Skill" from Elle. But occasionally, he usually goes back on strengh and hand skills, usual marks of "Open Skill" or "Front Skill." So along the way, he is going to have to learn the true meaning of "Shadow Skill"... even if it nearly kills him!

The title of Sevalle is usually confered to the champion of the annual Kuruda combat skills competition. It is an anything-goes competition in which fighters from all over fight. The winner of the competition is given the title of Sevalle.
