I know that this isn't the newest anime and that i have no news on it. But i am wondering if this series will have a second season.

Who makes and copy rights the anime?

Kiddy Grade was made by Gonzo Digimation and licensed in America by FUNimation.
AFAIK, there are currently no plans to extend the series.
