Not exactly. Remember when Piccolo fused with Kami? For that short moment he was the strongest Z fighter. May have not been for long but it is an achievement non the less.

true,but i meant that people who manage to surpass Goku in power,don't get to surpass him for long.besides Piccolo actually is stronger than Goku while Goku is not transformed,he is a little bit stronger than Goku when Goku is a super saiyan,but Goku is stronger than Piccolo when Goku becomes super saiyan 2.

Gohan isn't stronger than Goku because he is a half human, half sayain. GGoku and Vegeta are full sayain Hence they are the strongest.The strength comes from amount of training, intensity of the training, the heritage of person, and the talent and skill one drives to get.

After Cell "killed" trunks when he came back from space, why didn't Vegeta transform to the next level when he got mad. It worked with Gohan

good question,but you see,Vegeta is not as powerful as he claims to be and he has evil in him and it takes a pure-hearted saiyan to be able to reach a new level with ease and Vegeta fights for the sake of killing someone else not to protect anybody other than himself,which also causes him problems.

Actually this is a much debated topic, but one that is solved easier if you look at a certain other Sayian... You see alot of people automatically assume that one needs to be purely good to go Super Sayian, but if you look at Broly you see that one can be pure evil and become Super Sayian.

So with that in mind one can look at Vegeta after losing his first battle with Goku. (Truthfully Krillian beat Vegeta with an assist from Goku, but that's besides the point...) Vegeta trained harder yes, but one could assume at that point that he was pure evil when he finally went Super Sayian...
