Tonpa is a participant in the Hunter exams, an exam that people take to become a Hunter. Unlike other Participants, he doesn't try to actually pass, instead he finds joy in being a hindrance to other participants. He took part in 34 exams without ever passing. People falling for his pranks are often only those who didn't participate before and so don't know him.
