Sam O'Connor was a kid of the streets. He had sought Hazama for help in finding his father, a former footbal star, but Hazama had not had time to look because he was pursing the cyberjunkie case. Without a mother, and having spent much of his life with no one to really turn to, he became street-wise. He was sleeping in Hazama's apartment when Sachiko and Ichiro knocked. The moment he saw Ichiro, he cried, "OH MY GOD! COPS!" and locked himself inside. After a bit of convincing (including dinner), Sam told the two what he knew and was there when the cyberjunkies attacked AND whe 8-Man appeared.
Then, when his father reappeared, as part of the new Black Fighters football team, he insisted on going. What he got was a nasty shock. His father's arms and legs were converted to cyborg parts! After his dad was killed, Hazama took Sam into his care, as promised.
