Last I checked, this character's cosplay outfit was available at Milanoo and Moon Costumes.
Chii is a persocom or personal computer with a human body. She was found in a dump site by a boy named Motosuwa Hideki. He is delighted to have found a perfectly good and very cute persocom (which is usually more than Hideki can afford) for free. At first all she can say is "chii", but with Hideki's help, she learns to talk and much more. Chii seems to be running without an OS which is very unusual. She is rumored to be a legendary CHOBITS, or computer with free thought and emotions.
In the English version, Chii's name was changed to "Chi"... in Japanese the word "chi" is a form of suppressed swearing often used when something went wrong, which just goes to show what kind of difference a slight change can make.

actually the whole reason chii's memory was even lost was cause her momory was saved up in a disk and when hideki found her he didn't notice that the disk dropped so she had to relearn everything that was lost until slowly freya helped her remember some

Elda's/ Chii's memory wasn't fully erased because she's still sharing a body with Freya and her OS is still intact. I detect sentience in Elda/Chii and Freya. Elda/Chii and Freya have a mind-link ability which was shown in a few episodes.

Freya's body was dieing because of a broken heart from a relationship that couldn't be. Before Freya died completely Elda saved her by letting Freya share her body. It was only Freya's body that died, not her entire being, so maybe Freya can get a new body someday.

Chii/Elda shares a body with her twin sister Freya. This was arranged before Elda's memory was erased. A good theory would be that maybe her memory was erased because of storyline reasons.
