Your statement is plausible, but I doubt they are meant to be related to Donald, Goofy, Mickey, Leon, Cloud, etc. This is because that Kingdom Hearts is a wondrous combination of Disney and Final Fantasy cameos; the characters that the story truly revolve around are Sora, Riku, and Kairi. Furthermore, the chasers shown were keyblade wielders...Keyblade masters? Again, I dont think the chasers have any connection to Sora, Riku, Kairi, or Mickey.

It can't be Roxas, because he went back to Sora's body.

My best bet is probably Zexion and two Nobodies, because Zexion didn't die.
He din't die because his weapon isn't revealed.
And like Oni Said, it could be chasers. What's confusing is that Xemnas wears an outfit a lot like the people in the video When you fight him, while he's sitting on the throne.

i'm pretty sure Zexion is dead.he is killed by fake Riku in KH:CoM,although it doesn't actually show his demise.i thought Zexion would've been able to handle the Fake Riku,though,but i guess i was wrong...
