Yes, the chemical bleach does kill germs and it does makes sense that Tite Kubo would be reffering to it in that way.

Well, we can't see if Tite Kubo has a naming system for his mangas because he currently only has 2. If he had more, we could see if he named them after things as a purpose, or just random.
