Seiya is not Tuxedo Mask and I never heard about the relationship between Seiya and Sailor moon.

In Stars, Seiya, Taiki, and Yaten, Sailor Senshi from the planet Kinmoku, come to earth in search of their Princess. Originally women, they take on the form of men and became a superstar band, the Three Lights. Mamoru, meanwhile, leaves for college and Usagi is all alone. When the Three Lights transfer to the Sailor Team's high school, Usagi and Seiya become friends and Seiya eventually falls in love with her. Usagi, of course, waits patiently for her Mamo-chan...
