Elder Toguro/Sakyo, because they were really the only villains in the series to be shown to actually be twisted and truly evil.
Most villains in the story just had different views...Shinobu Sensui is a PERFECT example of views of justice...great symbolism. Same with Younger Toguro, who was shown to be similar to Yusuke in more ways than one in his younger days...which I find marvelously ties with Genkai's deathbed warning to Yusuke telling him to not become like Toguro.
