Carozzo Ronah, Gundam F91. He unleashed a swarm of Bugs (Razor sharp anti personal weapons) within the Frontier I Space colony. The calculations said that the bugs would kill off the 3 million people in the colony in 2 days. And this was only a test, he was planning to send these to the Lunar colony on the moon, and the Earth.

In my book the nmost evil villans I've seen were Naraku from Inuyasha, Knives from Trigun, and Ion (i think thats his name) from Chorno.

Oddly enough, Hitler actually was in an anime...a dragonball z movie in which he returns from the dead and is easily killed, so yeah he's not that evil of an anime villain...

For most evil villain, I'd probably go with Naraku, mostly because i'm watching that show a lot right now and I can't really think of any worse villains at the moment.
